There is NO reason to stay at the Stratosphere. Seriously, it would rate out as a 2.5 star hotel at best, were it to be reviewed honestly. I stayed there last year for 3 nights and still feel dirty. I did not pay for my stay, it was a company thing, and I still felt ripped off.
And right now, you can get legitimate 4 star places like Monte Carlo, NYNY, MGM, even the Mirage for under $75 per night, and most of those deals include coupons and/or free play. I stayed at Monte Carlo last time I was in Vegas and was very surprised how nice it was. Good location by Mandalay, NYNY and MGM too.
