there's a location problem in my humble view
I wouldn't stay there unless I was being comped. For about the same price offered here, you can stay at Imperial Palace and be able to walk safely at any hour in the well-policed central strip area. Easy walks to Caesar's, Bellagio, Venetian, etc.
The Stratosphere is on the north strip, and while I have done it in the past, I'm uncomfortable walking in that area after dark, especially if you are carrying your gambling roll. Seems to be a lot more questionable people in that area. I see they are offering a shuttle to the strip in the "evening," so I would suggest you find out what "evening" really means. Will you have to turn into a pumpkin and catch the shuttle back at 1 AM even if your game is good? Dig a little and find out.
If you are staying there there for the thrill rides/roller coaster, then it's another story, and it might be a good place to stay. After you enjoy the Stratosphere rides, then you are not too far from Circus Circus Adventuredome. However, I get motion sick and never do rides, so I can't speak to that.
I saw American Superstars in the last century when it was free. It probably wasn't worth free, much less 2 for 1. The $150 fun book probably isn't worth much either although, to be fair, I haven't actually seen it. But I've seen some other pretty sorry fun books infesting the town lately...
The observation deck is worth doing when it's free, as it frequently is from some coupon or other floating around. But I wouldn't plan a trip around it.
Bottom line, I go to Vegas to gamble. If you do the same, this resort probably isn't the one for you. If you bring kids and like thrill rides, OK, that's different.
I haven't seen the rooms.
