I think it's people that are willing to give up their account that has miles in the "bank". All they have to do is to send login info to the buyer. The buyer then changes password and e-mail, and is then in control of the account.
Now the buyer can spend the miles for purchasing tickets.
i think by then including them in your household account. leaving aside the moral problems i can see some potential pitfalls with this kind of transaction.
