Changing tickets online don't seem to be able to take advantage of the 25% offer

On a related note, I tried to rebook an award ticket to take advantage of the 25% discount. I wanted to upgrade an economy award ticket booked when it was a 15% discount to a business ticket with the 25% discount. When I tried to do this upgrade online, it gave me the "correct" number of miles required and the fee based on a 25% mileage discount. After clicking through, it failed to confirm the change and asked that I call in.
I called in and at first was told that they would submit this through regular ticketing with a note that I should receive the discounted mileage. They said they would ticket it and send me an e-mail back.
After several days of waiting, I called back and was told that because the ticket was booked at the 15% discount, I would only get a 15% discount on the business ticket. Thus, I had to cancel the original ticket and purchase from scratch the business class ticket if I wanted to use fewer miles.
