This is true only if her flight includes AMS-MSP. If she is flying AMS-DTW-MSP or some other route, this will not work well and her luggage will be checked to FAR.
I have heard of people being required to check their luggage at the point of international entry if they have the luggage tags on them to another destination. I think I only read it once here on FT. So if it were me, I would probably pull the luggage tags off as soon as the luggage comes off the baggage carousel if MSP is your first point of entry into the US.
