A couple of problems facing you are the lateness of booking - only a month out, and the season you are going. Hotels in Kyoto consider the period March 28 - April 10 to be "high" season as it is the height of the cherry blossom season. They raise rates then because they can get the higher rates.
You may wish to look at hotel booking services rather than simply try e-mailing random hotels recommended on websites. You also may wish to consider staying in Osaka rather than Kyoto for your visit in that area. It is only a 30 minute train ride from Kyoto and there are more budget hotels. Just looking for a few minutes, I found several options in the Osaka Station/Umeda and Shinsaibashi/Namba areas of Osaka. I also see other choices in the Asakusa/Ueno area of Tokyo beyond the Tokaisou.
