I would tend to take the media reports with a big grain of salt - too many reporters with little/no knowledge of aviation. For example, in one of the briefings the NTSB spokesperson said that flaps were set to 5 prior to calling for gear down. That directly contradicts the media report.

Also notice what the NTSB said at the tail end of your quote:

The NTSB however cautions before jumping to conclusions about the speeds at this stage, the speeds need further analysis before they can "be taken to the bank".

During one of the briefings, the NTSB said that the crew had selected 114 kts for Vref15 then described the ref speed increase switch (it was turned on) which added 20 kts and resulted in the airspeed bug setting of 134 kts.

Like I said earlier, the NTSB will eventually put out a time line giving speeds, flaps, altitudes, etc. Until then anything is somewhat speculative. Even the NTSB spokesman can mis-speak, as he did in one briefing when he referenced the accident as happening on the 13th instead of the 12th.
