My guess is that, given the overbooking quota, one could still buy 2 F seats on that flight, but would be unable to allocate specific seats. BA's expectation (based on previous experience, some fiendishly complex computer models and a wet finger in the air) is that they'll get one or more no-shows and will be able to accomodate everyone who actually turns up to fly.
