I believe I've heard the first part (voucher must be received within 21 days) before also when I was putting a flight on hold with an AAgent on the phone.

The second part sounds sketchy. I know they say that they "clear the queue" by ticketing upcoming flights first, then flights that are further out. Nevertheless, I've had all my voucher-purchased flights get ticketed within 2-3 weeks after mailing my voucher (and usually 1-4 months before the actual travel date).
