Easiest option IMO, is just head to Busan or Jeju.
Just my two cents, I believe the ocean of the east coast is clearer than the ocean of the west coast because of depth. I thought the beaches on the beaches on the west coast would not be clean as the ocean is shallow, but I don't know exactly.
I second the suggestion to visit Busan or Jeju since either is pretty accessible to foreigners.
