The 25% discount is only valid when flying SQ (or SilkAir), not with *A partners.

So the OP would not be able to fly IAD-MUC or even FRA. He would have to get to JFK on his own.

And how is DL/Skyteam going to get the OP to Europe with SQ F for 76,000 points from IAD?

All things considered, I would recommend transferring to Aeroplan.

And I would look at booking the final destination to E. Europe or Turkey for 120,000 miles and then stopover in PRG and FRA.

Note that Aeroplan has changed their rules to allow two stopovers in addition to the final destination. So the OP could do something like:

IAD-ZRH: LX F
ZRH-IST: LX C (dest)
IST-PRG: TK C (stop)
PRG-FRA: LH C (stop)
FRA-IAD: LH F

Total cost: 120,000 miles each + about $150 taxes.
