My recent February stay (which earned double points) was mixed.
I was checked in early and graciously at the city side of the property, and was given a Business Floor non-smoking King room (#608) with great Rhine (and construction equipment) views. It's easy to use the lift or stair to the landing and covered walkway over Rheinstrasse to the riverside property, where construction is definitely underway at the ground levels (the Wienstube is closed, the Brasserie on the 2nd floor is open and used for the very substantial breakfast.)
The room is a bit tired but not offputting; the central heating does not allow cooling the room down (you may open the window, but if it's raining or the Saturday night drunks are out stumbling and singing, both will dampen your sleep plans,) to remain cool with the thick duvet.
The bath is even more tired; the sink had a large semicircular crack through it, and some of the lights became inoperative during my stay - one bedside lamp, and both lamps on the mirror over the sink.
I was presented a fruits plate, a box with several chocolates, a 1.5 liter bottle of mineral water and a split of red Rhine wine that can be used to strip old paint off the furniture

The maid the next day must have had the room listed as vacant, as when I walked in at ~16:00 the room was wide open, as it remained for over a half hour, with several others in the vicinity, and bed clothing was on the floor. Several newly-purchased plasticized maps (Shanghai, Beijing, etc.) I had left on the desk were in the rubbish

and my remaining fruits and mineral water had been removed from the room - as well as the wine split, which I had put on the mid-level fridge shelf, which is left open for guests' use.
Reception had replacement water and wine delivered immediately and apologized - but I was not happy having the room left open to all, and the fruits were not replenished (the wine, since I tried it, I'd have happily done without - now that I know.)
I wrote up my stay with the proper form, and received a snailmail letter from the General Manager a couple of weeks later stating the lighting had been taken care of, and Housekeeping had been sorted out to make sure similar issues would not occur with guests in the future. The staff was courteous and friendly, but I have no idea what is happening with housekeeping, and I
may possibly avoid this place until the construction chaos has settled down - though the GM's assurance helps me feel a bit better about my stay,
servus' report of Hilton Mainz City makes me more sanguine about that hotel than the International.
