Obviously, the previous poster is from the United States, and only used to the Q-surcharges set forth in the fare rules. Those surcharges are part of the fare and calculated as such during the pricing.

The issue on hand here are YQs/YRs that the airlines charge as "taxes/fees" during the pricing process. While the airlines try to have it both ways, they are not certainly not part of the fare as indicated on the ticket in the fare box.


It's not just the European carriers. It is any airline out there, including all US carriers.

In order to validate against a carrier's plate, said carrier
  • either needs to participate in the transportation (at least one segment included in the ticket sold under the plating carrier's code)
  • or the plating carrier (if not participating in the transportation) needs to be the GSA agent for the airline who has filed the fare
  • or the plating carrier (if not participating in the transportation) needs to manually approve the usage of their plates.

If none of those three cases apply, the ticket is being misplated and subject to the respective misplating fees. Most European airlines charge EUR 50 + the usual debit memo fee + the applicable fare difference; with US airlines it's usually USD 50 per segment + the applicable debit memo fee.

My agency handles primarily corporate clients, but I was recently asked by a leisure passenger to fare his family of six on a specific itinerary. I offered the correct price and then the customer asked me to fare it using another validating carrier. Agents have known for years about the varying cost of tickets depending on the validating carrier, but I wouldn't risk the debit memo to satisfy this customer. He would have literally saved thousands, but I turned away the business. Whether the charge is a Q, a YQ, or a YR, the airlines want us to collect it. I have a pretty good reputation with my sales offices and hope to keep it that way. I just disagree with promoting this as a travel best buy when it treads on such a legal grey zone.
