I mean, the same award issued with LH, SQ, or UA miles generates entirely different amounts of taxes and surchages - independent of the operating carrier.
What matters is the ticketing carrier and the respective interline agreements. For LH-plated tickets (which M&M award tickets are), the fuel surcharges set forth in the interline agreement between LH and NH apply.
The interline agreement between LH and NH foresees the collection of full YQs for NH space sold by LH, hence it also applies on award tickets. LH has to forward the YQ to NH.
So it's not something unilaterally imposed by LH.
