That's DL's decision, and it's not relevant to your intentional deception claims. It has puzzled me, too, how they are willing to pay partners for flights instead of use their own metal.
It has long been easier to use DL miles on its partners than on DL itself. But that is not the issue here. The calendar is theoretically designed to show you availability levels for all online-bookable partners. All non-DL flights are always priced low, so whenever you see non-DL metal, you know you will be able to get the low prices. DL flights have the three-tier pricing.
