Specifically, I check CVG-CDG on June 15th-June 18th. It showed low availability which is 60,000 miles for coach. I currently have the review itinerary window open and it shows 60,000. I admit that I tried one other set of cities prior to that and got the false positive result.

Just tried the same exact schedule as yours (06/15-06/18, CVG-CDG). Came back as "low" (allegedly), and all flights including connections on CO and NW, as well as the DL nonstops, priced at 90,000 miles.
BE priced as "low" (allegedly), and it came back at 200,000 miles.
I am not doubting you, but this certainly proves the problem that we have all been talking about, which Delta has done nothing about.
