Ok, this has happened to me before.
I just called the regular Hertz number, explained that I was a PC and gave them my RR#. In addition, I sent an email (with a scan of my gas receipt) like you did. After a few days I got a response back, an apology, and my CC was credited a few days later.

You'll be ok. It might not be handled immediately, but they will get back to you.

Is there a direct PC number? If so, I never knew about it or used it!
