If it is for a fact that OZ is selling for 2 class on a 3 class cabin, and OZ reserve F for its own elites like what NH does for NRT-HKG 77W or 744. I have no complain for that. As I have said before, the only real problem is basically UA's stupid policy.
OZ won't get paid for a First Class redemption if your
ticket stays in I class. You're not ticketed O all the way, you're ticketed in I from HKG-ICN, and O from ICN-ORD. The booking class for e-ticket always matches the reservation, and does not matter what is the number of miles deducted for the reward etc.
UA won't change your
ticket from I class to O class after departure.
OZ might have space in O (or even willing to accept you on standby basis), but the first step problem remains - the ticket
can only be changed by UA, and UA won't do it.
