You most likely tried calling collect from a private pay phone so they are blocked. I am imagine Amex is tired of getting ripped off so they are blocked by either party. Unfortunately many tourist places, airports, cruise terminals, etc have contracted with private phone companies.

In the old days you could follow the crew and see where the public pay phones where located but now most crew use , skype, vontage, cell phones, etc.
