It is management's job to create a work environment and corporate culture in which the procedures that they establish are trained, executed and compliance is verified. When failures are found, the reasons for those failures are fixed.
Don't forget, the "Ramp Environment" is not one which easily generates a lot of care for policy or procedure (which I think is ridiculous). The fact is, we do hard work for relatively low pay. Now there are some rampers out there, like myself, that actually put care into their work and will do what ever necessary to ensure your flight operates on time and with all the bags it should have. But the majority, sadly, don't care. One of the guys I work with here recently told me, "I'm not paid enough to care".
THAT is the attitude of many rampers out there, and it is reflected in the quality of work that is done.
