If the mean # of inspections for a TSO officer per shift is 100 opened bags (for example), then he/she will prepare before going on the line to inspect flyers for bags.

Also, TSA notifications should be bar-coded and scanned in like the USPS scans in a delivery confirmation label. That way they can be tracked by officer, location, time, and all other relevant data.

Once a bag is has been opened, the responsibility for that bag and its contents - regardless of what they are - should become exclusively the TSA's financial liability. There could be a damage exclusion, but missing items from a bag should be 100% TSA once they open a bag.

TSA would then have its own baggage chain to deliver plane-side bags that it has opened to the flight.

An alternative would be to call any passenger whose bag needs to be opened to be present for the inspection. Protects both the TSA and the passenger.

Cumbersome? Yes, but the TSA is not known for efficiency.

TSA apparently has no interest in taking steps ensuring baggage is secure from theft or insertion of contraband.

Doing so would place a burden on TSA where they could not deny being responsible for employee misbehavior or illegal activities.

As it stands now it's just a game of finger pointing between TSA, airport workers and airline employees.

All three groups want to maintain a position of no responsibility!
