I agree that Asian airlines are must better at getting the priority luggage off first, and that lots of "western" airlines consistently fail to do this. Since it is obviously possible to do it, one can only conclude that the airlines that don't do it do not regard it as important.
Lots of airlines seem, to me, to have an attitude of, "Take us or leave us, but whatever you do don't complain about us and don't expect more service than we decide we're going to give you." That is not to say that every employee has that attitude, of course not, but that is the feeling I am left with after most flights with certain airlines. Among the "premium" airlines, I'd say that the worst offenders in this regard, I'm sad to say, are BA and Qantas.
