No. The change fee is a flat fee and has nothing to do with whether the fare has gone up or down.
So, if you changed your res, you'd pay the $20, but would not have to pay any more for a fare increase.

Depends upon when you purchased the ticket. You have one year from date of
original purchase. Changing the ticket does not add time to the clock.
