TSA SOP on opening/closing checked luggage

Hi, I recently flew from Atlanta to Europe.

Checked 2 bags in Atlanta.

Arrived to destination, but bags did not make the plane.

Received bags next day. One suitcase was returned to me in a plastic bag with a TSA notice that they had opened it.

However, a few things:

1. Zipper was broken; TSA lock not opened. This does not make sense - they have keys, correct?

2. Bag no re-sealed in any way - zip broke, contents shoved into plastic bag, not sealed, and sent onward.

I wrote the worthless TSA if a breaking zippers, not opening TSA locks, and shoving an opened bag into a plastic bag are SOP.

Answer that they sent was an answer to everything but the question that I answered.

For those of you who know more about TSA SOP, I would like to send you pictures and ask your opinion if this is SOP or plain theft as my bags were "delayed" overnight in Atlanta. Please send me a PM with your email address if you would like to see pix. I am doing the BS claim process, but I already see that it will be an exercise in futility. I will, however, file complaints with my Congressional reps and relevant committees in this case.
