Kansai's landing fee is quite expensive, I am unsure if it's worth it for most airlines? If Tokyo Haneda is one of the "domestic options," then I think many airlines will try to do XXX-KIX-HND.

As for China Airlines or EVA Airways, I think it's profitable to do only TPE-KIX-HND... and maybe some Hokkaido routes.
