If I'm reading #1 right, the passenger sent someone else to pick up his luggage, and the airport wouldn't release it to them because they weren't the passenger. I would imaging that falls under the security rules that if a passenger doesn't show up on a flight they checked baggage on, the baggage is offloaded, and the original passenger has to pick it up because they have some 'splainin' to do.
