This isn't exactly "placeholding." Placeholding would be swapping upgrade instruments without adequate upgrade space available at the time of the swap (e.g., he confirmed the space, then at 71 hours, there was no more upgrade space, yet he managed to swap it).

So long as there's still upgrade space available (and this is key), this is simply revoking one upgrade method and using another.
