When an airline changes terminals due to alliance concerns, who pays for the changes in the decor and such near the gates and the other areas? I assume it is airlines but didnt know for sure.

Also is lounge area similiar to gates in that the operator has a certain time in that lounge and if they choose to leave early they can sub-lease or sale the lounge lease to someone else?
