There is one and only one person at fault there ant that is the Major. He should have taken that soldier aside and let him have it. Found out his name, unit, and Commanding Officer's name. That soldier should be going straight to office hours (military non-judicial punishment) and should be reduced in rank to a staff sergeant now. Even SSGT is to senior for this fool to be, but NJP can only reduce one level of rank.
