The "active" switch for IS/VR is for panning. It turned OFF VR for horizontal axis, so the VR won't interfere with your deliberate movement when panning.
Yes, I tried capturing a hummingbird with a Nikon 18-200mm VR that has the "Active" switch. It doesn't matter how I set the switch. I only got a marginally good shot out of 5-6 shots.
