There are two types of VR (probably IS too). One is to reduce camera shake and the other is to capture motion better. The later has a switch on the lens where one position is "normal" and the other is "active".

The "active" switch for IS/VR is for panning. It turned
OFF VR for horizontal axis, so the VR won't interfere with your deliberate movement when panning.
