RA is a sub-set of Ambassador, so RAs first receive the designated Exec Room or Suite from even a base level Standard room. However, if a higher category room, or even an Executive room is booked, then even an RA is entitled to the next category up, which would generally be a Club room or junior or other sort of suite.
That makes a lot of sense--an executive room may be a variable number of categories up, so specifying it that way has some logic to it. The terms are written poorly, I think.
