I had a similar response from the IC Hong Kong on my last visit. I reminded them that they were a corporate property and could not make up their own rules for interpreting the T&C regs. They were very displeased but had no choice but agree when I confronted them with the T&C regs.
Because of their intentional 'nickle and dime' approach to guests, I no longer stay there. They also created various new room categories (as IHG has no policy or standard definition for room types/categories) to manipulate the upgrade policy for Ambassadors and RA's. This is no different than many other IC's.
