You are making the assumption that the choice of which you get is yours or the hotel's. Under the current wording, there would seem to be no requirement for them to upgrade an RA who already has a club room or suite booked since they already have the upgraded level. On par , for example, of AA top tier members who get upgrades on domestic flights; if already booked in business class ( on a 3 class aircraft ) they already have the upgraded level and don't get entitled to upgrade up to 1st
