I haven't seen it written anywhere else that UA was hoping to avoid using the first two digits (and if so, why would they even have those two zeroes in the very beginning--as opposed to no zeroes, or three zeroes, etc.?).
But even if that's true, why would that mean that 5-3-3, and not 2-3-3-3, is the correct way to split the number, now that UA has been "forced" to use the first two digits? If anything, the story above suggests that the first two digits are distinct from the next three.
