It certainly seems particularly unfair not to earn points on regular hotel rates offered by Travelocity/Orbitz/Expedia. I can fully understand the policy on opaque sites such as Hotwire or Priceline though.

Very often IC and HI do not even show availability on their own website, while Travelocity/Orbitz/Expedia all show availability, often with heavy discounts.
