Well, yes and no. You can not plug in during taxi and take off, so you do want to be the first to plug in as soon as the plane reaches 10,000 (or when they chime the seatbelt sign a couple of times after take off). On a long haul flight, everyone's battery charges full at some point. As a result total power draw is reduced, thus more power becomes available to the cabin.
