Absolutely, yes. I always upgrade on trains 66 and 67, since it usually has the wonderful 2-1 club seating in Business Class. Too bad the AGR upgrades can't be applied when the ticket office and ClubAcela are closed; the upgrade does need to be obtained in advance. You could hypothetically purchase an upgrade from the conductor, but that's a huge roll of the dice in terms of availability.

It depends on who's staffing the desk at the front of the waiting area. You could always try to figure out which track arriving passengers are coming from and just make your way down there (via the middle level under the big status board, if necessary). There usually won't be anyone to stop you, and the train doors remain open for the duration of the layover.
