Yes.
You can check some other threads. I don't remember seeing them myselves, but you may see it before the immigration at IAH Terminal E.
At DO II, JS says something like CO will even offer to hire armed guards to make sure they don't go anywhere, and the government says no.
And JS even said at the time, if sterile transit is allowed, they'd immediately start IAH-MAD.
