169.254.x.x are self assigned so it is unlikely that the PClub network assigned this IP to you.

Is possible that you connected to the wrong wireless network? If not, there may be a rogue DHCP server on the PClub network (although, unlikely).

In either case, I'd try again - making sure you are connecting to the correct network - and see what happens.
