Just curious - if you're willing to take any airport within 200 miles of ORF, why not the flexibility on the YVR end? I suppose it is less complicated to arrange airport transport and/or parking close to home as opposed to 1 way car rentals, etc while traveling.
In any case, to address your question. I'd echo formeraa - check for a package deal with the cruise first. They often have excellent airfare packages that could take out some of your hassle and save you cash in the long run.
As for your other question - Alaska airlines does offer 1 way and open jaw award options if flown on Alaska airlines operated flights. So, you could hope for a one way award ANC - DCA for 12,500 miles...however, via a flexible dates search on alaskaair.com, I can tell you that there are a total of ZERO dates available on that routing with saver award space from June - August, so you'd be looking at 20K. I believe ORF (area) - YVR; ANC - ORF (area) would be a legal open jaw - someone with more experience may have to answer that one for us. But if it is a legal open jaw, that would open up partner awards to you (partner awards are not available for one-way redemption, but are for open-jaw, I think). Either way, award seats out of Anchorage to the east coast for summer travel at saver levels...well, it may take a miracle (but you do have quite a bit of time to watch).
