Sometimes it is territorial

I have overheard gate agents discuss blocked seats referring to the AC or ticket counter staff as "blocking on my flight", with the connotation that the GA owns the seat map and noone else should touch it.

Procedurally, I still think seats can be blocked as a courtesy by any airport agent for any reasonable customer service purpose.

Politically, the gate agents will always want to play god.
