I agree with you that, in a perfect world, Citi wouldn't charge this fee. But since they can pretty much charge whatever fees they want, Orbitz should, at a minimum, tell you that they are not the ones charging your card, so that you can call Citi and find out whether there will be a fee. Disclosure should be the bare minimum required.
