Well, it depends...
I don't have any insights as to how to get a half-empty flight, but here is my experience: I flew PEK-SFO last year, upgraded with miles from Y to C, and was eagerly anticipating my upper deck seat (17A, my favorite!) when the FA greeted me at boarding with an F BP.
The flight was packed in all classes.
