Yes, surface sectors are longer than 24 hours. I was just not clear whether they count as a stop in HAJ or in DUS/ZRH, since if the segment was flown, the stopover could have been on either end of the surface segment. So I guess for the purposes of counting how many stops are allowed per city, both ends count?
