surface sectors still count as stops/segments, so you actually have a DUS-HAJ-FRA
and ZRH-HAJ-OSL. If these are less than 24 hour stops, they should count as
connections and be permitted, but if over 24 hours then they are stops, and you
are visiting the same city twice.
