I think that's also new. I recall making ATM withdrawals in Asia a couple years ago at proper Citibank locations and not being charged a fee. I have Citigold now so at least this is waived still. But I *think* this idea of charging a foreign ATM fee at Citibank ATMs overseas is also new.
This is getting off topic but in the last three months they also have snuck in various charges for checking accounts, money transfers, bill payment, etc. And my wife who still has accounts at HSBC has noticed the same thing. Little things that used to be free now showing up as a $10 service fee. And so on.
It's a unique time for banks and they are desperate, I think the moral is to watch all your accounts very closely. Especially for us frequent flier types that tend to have a ton of cards and lots of program memberships and so on.
