Arrived at NRT T1 at 11am and I was the third in the foreign passport queue. There was one guy trying to man the foreign passport booth, one lane for "re-entry permits" with no queue and 3 or 4 lanes for Japanese passport holders. Apparently the equipment in the first booth did not work, so he (and the foreign passport holder at the top of the queue) had to move to another booth which also did not work. Each time the immigration guy had to come out, close the gate, opened another gate and carried a pile of gadgets from one booth to another. After two failed attempts he eventually shouted across to a colleague that they'd better open another lane for foreign passport holders.
