AA Citicard imposes new higher currency conversion fee?

Hello all - Normally I don't spend a lot of time looking at the "fine print" on the myriad of credit card notices I receive each year, but for some reason I decided to spend a little more time on the notice I received yesterday in the mail.

There's a whole list of changed and increased fees, but the one that really caught my eye is:

"Transaction Fee for Foreign Purchases: We add a fee of 3% of the USD amount of each purchase made outside the U.S. whether made in U.S. dollars or in a foreign currency. This fee is a FINANCE CHARGE." (their capitalizations, not mine)

[Aside- Long ago I decided to carry a Capital One credit card because they don't charge that fee at all, and it can add up as much as I travel. I only use my AA card for domestic purchases.]

Not sure if this is a "new" fee or what's new is that they're declaring it a "finance charge" but thought the FT AA'ers should know.
