Not weird at all.

The US CBP is unlikely to ask a foreign carrier to block a US passport holder from entering the US, if the US passport holder wishes to enter. Even if it's for a very short time.

US passport holders have the right to enter the US and it would be unwise for NZ to attempt to hinder the exercise of that right. I've heard reports that some NZ staff have been unclear and unwise about that in the past, but that they were set straight.
